Overview

The Payment Analyst Advanced is responsible for managing childcare provider attendance records in accordance with Alternative Payment Program guidelines issued by the California Department of Social Services, other Subsidy programs, as well as the policies and procedures established by the YMCA. This position handles an enhanced workload of provider claims/attendance records for payment processing, analyzes and interprets payment requests for reimbursement, assists in the Quality Assurance process, and acts as “Lead on Duty” in the absence of the Team Leader. The role follows California Department of Education Title 5, San Diego County Child Care regulations, and YMCA Childcare Resource Service policies and procedures.

  • Monday – Friday, 8:00AM – 5:00PM

PROGRAM SUMMARY

 

Provider Support Services & County Subsidy Contracts (PSS & CSC) - The Provider Support Services Program focuses on assisting child care providers who areenrolled in the program and helps facilitate the processing of their child care payments.

Responsibilities

  • Monitor and maintain program resources essential for the upkeep of payment files and records, including electronic files
  • Screen and verify attendance, contracted hours, and signatures to ensure accuracy and completeness for payment processing using database information in accordance with State and County requirements
  • Provide direct services to childcare providers and program clients to meet Funding Terms and Conditions, Title 5 Regulations, or County Child Care guidelines
  • Analyze and compare attendance records against school schedules, parent work hours, and provider rate changes, contacting providers and/or appropriate agency staff as needed
  • Provide exceptional customer service through multiple modalities of communication, including phone, email, and in-person interactions
  • Enter data accurately to calculate provider payments according to established policies and procedures
  • Develop and maintain knowledge and understanding of State guidelines and YMCA policies to accurately process payments and convey information to participants, providers, and community partners
  • Participate in on-site and off-site learning opportunities, such as workshops, conferences, staff meetings, and training sessions
  • Provide ongoing technical assistance and support to Providers, Clients, Payment Analysts, Staff, and Community Partners

TRAVEL REQUIREMENTS:

  • Must have access to reliable transportation to travel throughout San Diego County

Qualifications

  • Bachelor’s degree in child development, human services, or related field or four (4) years’ equivalent related experience required AND,
  • A minimum of two (2) years’ work experience required in:
    • One (1) year of experience in claims processing within a community-based organization serving children, youth, families, and/or adults
    • One (1) year of experience of program support in comparable state or local funded subsidy childcare or child development program

JOB COMPETENCIES:

  • Must have intermediate computer skills in Microsoft Office (Word and Excel), experience with data entry, and a comparable client management software program
  • Proficient in basic mathematical skills, including arithmetic operations, such as addition, subtraction, multiplication, and division, as well as the ability to interpret and analyze numerical data accurately
  • Proficient in independently maintaining database systems and utilizing tracking information for accurate program statistics and report preparation
  • Ability to collaborate effectively with peers and leadership, contributing to departmental policy changes, quality assurance measures, technology advancements, and other strategic priorities
  • Possess strong customer service, conflict de-escalation, active listening, and communication skills to effectively interact with work partners
  • Demonstrated experience, sensitivity, and competency in working with diverse groups and individuals, encompassing various social, ethnic, religious, socioeconomic, and cultural backgrounds
  • Display strong organizational and prioritization skills to efficiently manage tasks and responsibilities
  • Ability to effectively communicate via telephone and direct interaction with parents, providers, partners, and the general public, utilizing auditory skills
  • Comfortable with a hybrid work model, capable of efficiently managing both office and remote work responsibilities on specified days
  • Flexibility to transition between different work environments as needed, including the potential for fulltime office-based work at any time

PRE-HIRE CONTINGENCIES:

  • Licensing, state law and our funders require that applicants of critical positions within Community Support Services be fingerprinted, prior to reporting to work, and include subsequent arrest notifications
  • CPR/AED, and First Aid Certification, must include Adult and Child/Infant, obtained within 30 days of hire, and must be from one of the following certifying organizations: American Red Cross, American Heart Association, or American Safety and Health Institute
  • Position may require additional clearances in order to comply with all program, licensing, state law, and funding requirements:
    • Negative TB test results obtained within the past one year, prior to first day, and annually thereafter, as required
    • Exclusion and Debarment checks prior to first day and monthly thereafter

Pay Range

USD $29.94 - USD $35.93 /Hr.
