Overview

The Associate Program Manager- CSS participates in the planning, development, and implementation of program/project objectives, low budget planning and appropriations duties (<$250k), some policies & procedures development, small team management/supervision. Ensures department/program/project objectives are met. Manages decisions with direct supervision, implements routine solutions to problems on a less routine to regular basis. Oversees one program/project/initiative with low to moderate staffing, community, and/or client complexity.

SCHEDULE:  

  • Monday - Friday 8 a.m. - 5 p.m.

WORK DESIGNATION:

  • In-Person at our North County office 
    • Please note that the work designation may change based on business needs.  

PROGRAM SUMMARY:

This role would work closely with the Provider Support Services & County Subsidy Contracts (PSS & CSC) program. The program focuses on assisting child care providers who are enrolled in the program and helps facilitate the processing of their child care payments.

Responsibilities

  • Manages or supports programs/projects/contracts (0-1) with varying complexity, implements programs/strategies to ensure compliance. Must adhere to regulatory requirements, fidelity to service models, funder requirements and other regulations. Impact of compliance error is low.
  • Directly interacts with clients or client level issues regularly (daily-weekly), oversees moderate case management or navigation services and clients with manageable behavior, noncomplex behavioral or social issues, low acuity. Problems encountered are common/routine, and solutions are readily available. Non-routine problems are encountered far less regularly (every few months). Includes high volume numbers of clients that are less vulnerable, and services are lighter touch, interactions with clients are likely virtual, or in-office versus home visiting or other community-based settings.
  • Rarely supports in communications efforts, rarely contributes content (one time per year). Occasionally collaborates with internal and external stakeholders to maintain partnerships, occasionally attends required partner meetings or other collaborative participation related to the contract/program/role. Never to rarely participates in advocacy efforts.
  • Manages, oversees, and approves budget and spending amounting to less than $250k annually, ensuring budget remains on target. Manages accounting related operations including approvals, processing, ensures compliance with contract/grant regulations. Manages contractors and vendors.
  • Ensures mitigation strategies are developed and implemented to reduce client level and organizational risk, including contracts/service deliverables, and program and department objectives.
  • Other duties as assigned 

TRAVEL REQUIREMENTS:  

  • Must have access to reliable transportation to travel regularly throughout San Diego County  
  • Occasional in-state and out-of-state travel

SUPERVISORY RESPONSIBILITIES:  

  • Individual Contributors (Direct Service, Administrative Staff, and/or Volunteers Etc.)

Qualifications

EDUCATION

  • Bachelor’s degree in social sciences, social work, psychology, public administration, or a related field, or equivalent related experience is required AND

YEARS OF EXPERIENCE

  • A minimum of three (3) years of progressive experience in any of the following or a combination thereof: 
    • Type of Experience:  
      • Assisting with implementing complex contracts, services, or projects, ensuring alignment with organizational goals and compliance with funder requirements
      • Supporting team members, assisting with staff supervision, and contributing to team development and performance management
      • Assisting with the development or maintenance of partnerships with funders, community stakeholders, and other collaborators to support program goals
      • Working directly with clients or populations served by the organization, overseeing day-to-day client interactions, ensuring the application of evidence-based practices, cultural humility, and trauma-informed care, while learning to apply leadership skills in service delivery
    • Setting/Environment
      • Experience in youth and family services delivered within community-based environments, focusing on direct client support, culturally responsive programming, and collaboration with stakeholders to address diverse needs

PRE-HIRE CONTINGENCIES: 

  • Licensing, state law and our government funders are required that all staff (hybrid, remote, or onsite) within YMCA San Diego County are fingerprinted, prior to reporting to work, and include subsequent arrest notifications
  • CPR/AED, and First Aid Certification, must include Adult and Child/Infant, within 30 days of hire, and must be from one of the following certifying organizations: American Red Cross, American Heart Association, or American Safety and Health Institute
  • Position may require additional clearances in order to comply with all program, licensing, state law, and funding requirements:
    • Physical exam obtained prior to first day
    • Negative TB test results obtained within the past one year, prior to first day, and annually thereafter, as required
    • Pass pre-employment drug testing prior to first day
    • Exclusion and Debarment checks prior to first day and monthly thereafter
    • Must be 21 years of age or older with a valid CA Driver’s License, a good driving record and a current CDL H6 print-out (must be dated within 30 days of application) and pass vehicle proficiency exam

Pay Range

USD $71,621.81 - USD $85,946.17 /Yr.
