Overview

The Fiscal Compliance Manager ensures the organization’s compliance with federal, state, and local grant requirements, with a strong emphasis on OMB Uniform Guidance (2 CFR Part 200). This role oversees fiscal compliance through financial monitoring, risk management, reporting, and internal controls that support the effective delivery of social service programs. The position safeguards the Association’s funding integrity, mitigates compliance risks, and ensures accurate, transparent financial reporting.

The Fiscal Compliance Manager reports directly to the VP of Compliance and Ethics, with a strong dotted line to the VP of Accounting, and works closely with program staff, finance teams, grant and contract compliance managers, and both internal and external auditors.

Responsibilities

  • Research, interpret, and apply federal regulations (e.g., OMB Uniform Guidance 2 CFR Part 200, FAR) to ensure compliance across financial management, cost principles and financial components of Allowable Cost Principles, Cash Management, Equipment Real Property Management, Matching Level of Effort, Period of Performance, Procurement, Program Income, Financial Reporting.
  • Develop, implement, and update financial policies, procedures, and systems to maintain grant compliance, including reporting, cost allowability, audit requirements, procurement and inventory of equipment.
  • Prepare, review, and ensure proper processes are in place for accurate and timely financial reports, invoices and reimbursement requests; track deadlines and resolve discrepancies to support revenue receipt and cost guidelines of allowability, reasonableness, and allocability.
  • Develop and maintain tools and systems to monitor and improve fiscal compliance as required by OMB formal compliance program guidance.
  • Monitor subrecipients, including financial reviews, site visits, and compliance with pass-through entity responsibilities.
  • Conduct internal assessments and reviews/audits of financial practices, identify risks, and implement corrective actions in response to findings or external audit recommendations.
  • Maintain internal controls over financial reporting to funders, including reconciliations, indirect cost calculations, and matching requirements.
  • Assist with federal and single audits, compiling documentation, addressing findings, and supporting corrective action plans.
  • Train and mentor finance and program staff on fiscal compliance and regulatory changes, fostering accountability and ethical practices.
  • Proven ability to manage large portfolios of federal grants or contracts, including high-value awards ($100M+ annually) with multiple funding sources; in-depth knowledge of OMB Uniform Guidance (2 CFR Part 200), GAAP, federal cost principles, procurement rules, and subrecipient monitoring.
  • Strong analytical skills with the ability to interpret complex financial data, conduct variance analyses, and prepare comprehensive reports for leadership and stakeholders.
  • Skilled in accounting software (e.g., NetSuite) and Microsoft Office Suite, particularly Excel (pivot tables, VLOOKUP, financial modeling).
  • Accounting/GAAP knowledge required, with Non-Profit/Government experience a plus
  • Experience managing single audits, federal compliance reviews, and responding to audit findings; able to ensure adherence to 2 CFR Part 200 requirements.
  • Demonstrated ability to prioritize multiple tasks, manage competing deadlines, and work effectively in fast-paced, high-stakes environments.
  • Excellent verbal and written communication skills; capable of translating technical compliance and financial information into clear guidance for non-financial staff and external partners.
  • High level of integrity, attention to detail, and commitment to confidentiality and ethical standards.
  • Ability to work both collaboratively within teams and independently with minimal supervision.
  • Familiarity with social services programming and nonprofit compliance challenges, including indirect cost negotiations, restricted fund accounting, and multi-source funding management.
  • Other duties as assigned.

Qualifications

  • Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, or a related field required AND, Master’s degree in related field OR 2+ years' of relevant equivalent years of experience
  • 5+ years’ experience in grants management, financial compliance, or nonprofit accounting, with at least 3+ years' focused on federal grants in a social services or similar nonprofit organization required
  • Licensing, state law and our government funders require that staff within YMCA of San Diego County be fingerprinted, prior to reporting to work, and include subsequent arrest notifications 
  • CPR/AED, and First Aid Certification, must include Adult and Child/Infant, obtained within 30 days of hire and must be from one of the following certifying organizations:
    • American Red Cross
    • American Heart Association
    • American Safety & Health Institute

Pay Range

USD $82,365.08 - USD $98,838.09 /Yr.
