Overview

The Quality Assurance Specialist is a key support role within the organization, focusing on program integrity, data accuracy, and compliance. This position ensures adherence to all relevant regulations, policies, and procedures, particularly those set forth by the California Department of Social Services (CDSS) and San Diego County. By interpreting various regulatory documents including Funding Terms and Conditions, Educational Code, WIC Code, CDSS Childcare Bulletins, County of San Diego Memorandums, and Childcare Program Guides, the specialist creates standard operating procedures to guide program implementation and compliance efforts.

SCHEDULE

  • This position is Monday – Friday, 8:00AM – 5:00PM

WORK DESIGNATION

  • Hybrid (must work within San Diego County Region)
    • Reporting 1x per week to our North Park office
    • Additional in person days may be required based on programmatic need 
    • Please note that the work designation may change based on business needs

Responsibilities

  • Demonstrate expertise in database management and troubleshooting for all subsidy programs at Childcare Resource Service (CRS), including Care Connect, Care Portal, DocuSign, SharePoint, Microsoft Teams, and Outlook
  • Conduct training sessions for new program staff on policies and procedures and provide ongoing training for existing staff on new regulations. Develop and maintain continuous quality improvement in presentations, facilitation, and training materials
  • Perform Quality Assurance reviews of program files to identify trends, develop procedures, and provide additional training necessary to improve results
  • Proactively track and maintain quality assurance measures to prevent errors and ensure funding for the department
  • Monitor and ensure departmental compliance with state, county, and agency regulations through regular assessments of program quality, participant files, case actions/due dates, reports, database accuracy, statistical data, and internal policies and procedures
  • Enter and maintain review findings in approved report templates for documentation and analysis purposes
  • Independently interpret rules, regulations, and timelines required for programs, and develop subsequent Standard Operating Procedures, memorandums, and training materials as needed
  • Assist in the development of training sessions covering department policies, participant services, and data management systems; Conduct trainings for both new and existing department staff
  • Contribute to written participant communications regarding changes in policies, procedures, or services
  • Work independently or collaboratively as a team member on departmental policy changes, quality assurance initiatives, technology improvements, trainings, and other projects to ensure contract goals are met and a high level of service is provided to participants

TRAVEL REQUIREMENTS:

  • Must have access to reliable transportation to travel throughout San Diego County

Qualifications

  • Bachelor’s degree in child development, human services, or related field or four (4) years’ equivalent related experience required AND,
  • A minimum of two (2) years’ work experience required in:
    • One (1) year of experience in program coordination within a community-based organization serving community members
    • One (1) year of experience program assessment in comparable state or locally funded program

JOB COMPETENCIES:

  • Must have intermediate computer skills in Microsoft Office (Word and Excel), experience with data entry, and a comparable client management software program
  • Proficient in basic mathematical skills, including arithmetic operations, such as addition, subtraction, multiplication, and division, as well as the ability to interpret and analyze numerical data accurately
  • Proficient in independently maintaining database systems and utilizing tracking information for accurate program statistics and report preparation
  • Ability to collaborate effectively with peers and leadership, contributing to departmental policy changes, quality assurance measures, technology advancements, and other strategic priorities
  • Possess strong customer service, conflict de-escalation, active listening, and communication skills to effectively interact with work partners
  • Demonstrated experience, sensitivity, and competency in working with diverse groups and individuals, encompassing various social, ethnic, religious, socioeconomic, and cultural backgrounds
  • Display strong organizational and prioritization skills to efficiently manage tasks and responsibilities
  • Ability to effectively communicate via virtual and direct interaction with parents, providers, partners, internal work partners, and the general public, utilizing auditory skills
  • Comfortable with a hybrid work model, capable of efficiently managing both office and remote work responsibilities on specified days
  • Flexibility to transition between different work environments as needed, including the potential for full-time office-based work at any time

  • Licensing, state law and our funders require that applicants of critical positions within Community Support Services be fingerprinted, prior to reporting to work, and include subsequent arrest notifications

Pay Range

USD $29.94 - USD $35.93 /Hr.
