Overview

The Payment Analyst Lead is responsible for supervising a team and ensuring timely and accurate issuance of payments to providers in alignment with State and County regulations. Upholding exceptional customer service standards is paramount. Additionally, the Payment Analyst Lead may directly issue payments while supporting daily operations to achieve program and department objectives in accordance with relevant policies, procedures and regulations issued by the Department of Education, Title 5, County of San Diego, and YMCA of San Diego County.

SCHEDULE

  • This position is Monday – Friday, 8:00AM – 5:00PM 

WORK DESIGNATION:

  • Remote (must work within San Diego County Region)  
    • Please note that the work designation may change based on business needs. 

Responsibilities

  • Ensure team compliance with State and County Regulations, maintaining accuracy, timeliness, and adherence to provider subsidy payment protocols
  • Lead, coach, evaluate, and manage a team to uphold compliance with State, County and YMCA of San Diego County policies, procedures, and regulations
  • Participate in recruitment, selection, training, scheduling, and performance measurement to foster staff development and growth
  • Coordinate workload priorities to meet unit goals; oversee the process, orientation, and updates of childcare provider information to ensure timely authorization of childcare services; promote quality childcare among childcare providers
  • Track compliance and performance by reviewing and overseeing Payment Analyst and Subsidy Support work
  • Actively contribute to and engage in Community Support Services projects and workgroups
  • Assist in developing performance measures to align customer service and compliance operations with YMCA’s mission, vision, goals, and objectives
  • Represent the agency and professionalism and accuracy at provider focus group meetings, community collaboratives, program meetings, and events; May also present or conduct trainings for community partners
  • Participate in both on-site and off-site learning opportunities, including workshops, conferences, staff meetings, and trainings; Coordinate and arrange for special meetings as needed

TRAVEL REQUIREMENTS:

  • Must have access to reliable transportation to travel throughout San Diego County
  • Occasional in-state and out-of-state travel required

SUPERVISORY RESPONSIBILITIES

  • Payment Analyst, Payment Analyst Advanced and/or Subsidy Support Specialist, Subsidy 
    Support Specialist Advanced

Qualifications

  • Bachelor’s degree in child development, human services, or related field, or four (4) years’ equivalent related experience required AND,
  • A minimum of six (6) years’ work experience required in:
    • Four (4) years in claims processing within a community-based organization serving children, youth, families and/or adults
    • Two (2) years of experience of program support in comparable state or local funded subsidy childcare or child development program

  • Demonstrated experience, sensitivity, and competency in working with groups and individuals of diverse social, ethnic, religious, socioeconomic, and cultural backgrounds, with the ability to coach and model in this area
  • Demonstrated ability to interpret and communicate complex contract regulations effectively
  • Demonstrated participation in specific program policy, technology, or customer service projects aimed at increasing program efficiencies
  • Strong customer service, conflict de-escalation, active listening, and communication skills; ability to coach and model in this area
  • Ability to read and interpret regulations, contracts, policies, and other complex materials
  • Ability to communicate clearly and effectively, including the interpretation of regulations, contracts, policies, and complex programming
  • Strong proven leadership skills, with the ability to work effectively independently as well as part of a team
  • Strong interpersonal skills, including the ability to build trust and work effectively with a diverse range of people
  • Comfortable with a hybrid work model, capable of efficiently managing both office and remote work responsibilities on specified days
  • Flexibility to transition between different work environments as needed, including the potential for full-time office-based work at any time

PRE-HIRE CONTINGENCIES:

  • Licensing, state law and our funders require that applicants of critical positions within Community Support Services be fingerprinted, prior to reporting to work, and include subsequent arrest notifications
  • Position will require additional clearances in order to comply with all program, licensing, state law, and funding requirements:
    • Exclusion and Debarment checks prior to first day and monthly thereafter

Pay Range

USD $34.43 - USD $41.32 /Hr.
