Overview

The Quality Assurance Specialist Lead is responsible for supervising a team and upholding standards of quality, ensuring program integrity, developing procedures, and ensuring compliance with data and program regulations consistently. Additionally, this position oversees staff training and group facilitation on an ongoing basis. The Quality Assurance Specialist Lead is tasked with supervising and coordinating the Quality Assurance Team, ensuring adherence to contract deliverables, complying with CA State contracts, establishing efficient workflow and business practices, conducting quality assurance checks, and meeting state reporting requirements for a large department. 

 

SCHEDULE

  • This position is Monday – Friday, 8:00AM – 4:30PM 

WORK DESIGNATION:

  • Hybrid (must work within San Diego County Region)
    • Reporting 1x per week to our Chula Vista office
    • Additional in person days may be required based on programmatic need 
    • Please note that the work designation may change based on business needs. 

Responsibilities

  • Oversee and guide staff members in managing contract deliverables, ensuring contract compliance, optimizing workflow and business practices, and maintaining quality assurance and reporting requirements
  • Develop, implement, and refine trainings for new program staff, as well as ongoing training for existing staff to keep them updated on new regulations
  • Ensure departmental compliance with state, county, and agency regulations by overseeing the regular monitoring of program quality
  • Independently interpret rules, regulations, and timelines pertaining to programs, and create Standard Operating Procedures, memorandums, and training materials accordingly
  • Coordinate training sessions covering departmental standard operating procedures, policies, participant services, and data management systems
  • Maintain audit results using report templates, analyze findings, and develop plans for improvement
  • Utilize audit data to identify areas for improvement and resolve workflow issues
  • Collaborate with leadership in developing and implementing the overall departmental operating and strategic plan
  • Lead and participate in software product testing to ensure functionality; Develop subsequent software and data collection forms, standard operating procedures, training materials, and training calendars
  • Lead the team in data entry into program software systems, review and maintain database systems, and track information for program statistics and preparation of program reports

TRAVEL REQUIREMENTS:

  • Must have access to reliable transportation to travel throughout San Diego County 
  • Ability to travel outside San Diego County for trainings and conferences, including some occasional overnight travel 

 

SUPERVISORY RESPONSIBILITIES:

  • Quality Assurance Specialist and/or Subsidy Support Specialist, Subsidy Support Specialist Advanced

Qualifications

  • Bachelor’s degree in child development, human services, or related field or four (4) years’ equivalent related experience required AND,
  • A minimum of six (6) years’ work experience required in:
    • Four (4) years of experience contract compliance within a community-based organization serving children, youth, families and/or adults
    • Two (2) years of experience of program coordination in comparable state or local funded subsidy childcare or child development program

  • Demonstrated experience, sensitivity, and competency in working with groups and individuals of diverse social, ethnic, religious, socioeconomic, and cultural backgrounds, with the ability to coach and model in this area
  • Demonstrated ability to interpret and communicate complex contract regulations effectively
  • Demonstrated participation in specific program policy, technology, or customer service projects aimed at increasing program efficiencies
  • Strong customer service, conflict de-escalation, active listening, and communication skills; ability to coach and model in this area
  • Ability to read and interpret regulations, contracts, policies, and other complex materials
  • Ability to communicate clearly and effectively, including the interpretation of regulations, contracts, policies, and complex programming
  • Strong proven leadership skills, with the ability to work effectively independently as well as part of a team
  • Strong interpersonal skills, including the ability to build trust and work effectively with a diverse range of people
  • Comfortable with a hybrid work model, capable of efficiently managing both office and remote work responsibilities on specified days
  • Flexibility to transition between different work environments as needed, including the potential for full-time office-based work at any time

Pay Range

USD $34.43 - USD $41.32 /Hr.
